When using the Create the behavior has not changed from 4.2 to 4.3. Can you please show or explain what you doing? In both versions, the Create tool does not hover attachments unless you hold ctrl. Even if you select an attachment that way, dragging with alt deselects it in both versions.
If your attachment is a mesh, you could enable Wireframe so you can always see the mesh structure.
While the Create tool didn't change in 4.3, hovering in other situations did change:
Before 4.3 when you have a bone or attachment selected, you can still hover all other bones and attachments. In dense projects this made it easy to accidentally select a different item, for example if you try to drag in empty space to change a bone, but hit an attachment.
In 4.3 once you have a selection, you can no longer hover other kinds of items. This reduces accidental selections. It is easier to drag to manipulate without accidentally hitting another item. To select a different kind of item, deselect with spacebar, escape, or double click first. It takes a little getting used to, but works like a sort of "focus". With nothing selected, you can select anything. Once you have something selected, what you can interact with is narrowed to that type of item.
