Hmm, I'm not sure I'm understanding your question correctly, but perhaps you are not aware that skin placeholders do not necessarily have to have attachments? Deleting an attachment in a skin placeholder does not delete the skin placeholder itself, so it is possible to have an arm in a skin and none in others as you would like.
