It is not a bug; the naming depends on the packing option. When Atlas per skeleton is set, each atlas is named using the skeleton name, which matches the name of the corresponding skeleton data file. When Single atlas is set, The atlas is named using the name of the project file without the file extension. This is explained in the following page of the Spine user guide: 纹理打包 - 导出数据时打包
