I am founder and CTO, both a software engineer and owner.
PRO and EDU have the same functionality, but I did try using your EDU activation code without problems on Windows 10 and Windows 7 in a VM. There is no limitation for being able to drag curve handles in the Graph view, even in ESS or the trial. I know you don't want to use the trial or even possibly the beta, I'm just looking for more information about the problem. We've never encountered someone having this problem before. Since we cannot reproduce the problem, we need to find out more before we can make any progress.
Another thing to try is an older version of Spine. In the Spine settings dialog you can click Other
and type 3.4.02
, which is the last major release before 3.5.xx. If it works in 3.4.02 then we've at least narrowed it down slightly.
You could check your spine.log file: <user home folder>\Spine\spine.log
It's unlikely such a problem would log an error, but it's worth a look.
You can try resetting your settings. Close Spine, delete this file:
<user home folder>\Spine\prefs.json
Then restart Spine.
To be sure, is everything else in the UI working correctly? Buttons light up when hovered, etc?
How are you trying to resize the Graph view? Your mouse cursor should turn into a hand along the view edges.

There's nothing special about the Graph view that should make it not respond to the mouse. If the handles don't go solid when you mouse over them, then for some reason the mouse events aren't getting to the graph. Nothing stands out as a reason that would occur. Hopefully the above can shed some light on what is going on.
